That's not an FAQ that you can find via Googling - it's in the Help, as stated. Specifically the contextual Help that opens if you press F1 (or click Help) on the Versioning settings page. It's in the FAQ section of that Help page (just trying to help you zero in on the quoted part, if you wanted to check)
Re expanding the wording, we've found that the more text you add to a message dialog, the less people are likely to read it. And as illustrated, it's actually reasonably complex ('it depends') - a bit like life...
