Incidentally, I take it you read the Scheduler's own Help, wherein it states (in Win7 anyway, which uses the same new Scheduler)
The Task Scheduler service will not start the task immediately after the task was missed. By default the service waits ten minutes before starting the missed task.
If the PC was turned off, I imagine 'immediately after' means 'after it is able to do so' which in that case would be 'after Windows is restarted' (not very good phrasing by MS). Maybe this is to give you a chance to go in and stop it if it's not convenient on that occasion. You'd have to ask them...
