It just may be limited to icons that get the shield overlay. The other program that stands out in my memory is Terabyte's Image for Windows, and sure enough, it's got the shield. I'll think about this next time it happens. I once looked for a way to disable the overlay, which I find ugly and unnecessary, but came up empty, at least nothing I wanted to use. OTOH, getting rid of the shortcut arrow overlay is easy and something I always do after installing Windows.

Just googled /get rid of shield overlay/ and now I remember why I decided to put up with it. You have to modify C:\Windows\system32\imageres.dll and replace the shield with a transparent icon, and while the DLL is actually unsigned, I just don't like modifying DLLs I didn't create, especially system DLLs. Moreover, it's said that you'll lose the shield icon next to certain Explorer context menu commands, such as when you right-click a file in a protected folder, like, well, C:\Windows\system32\imageres.dll, for which the shield appears next to "Delete" and "Rename". On second thought, this might be worth it, as I've really come to hate the stupid overlays that ruin the appearance of icons.
